About :

  • Recovery of agricultural arrears

    All HT Ag, LT Ag Consumers and lift irrigation schemes including live and permanently disconnected consumers, are eligible to participate in this scheme.

  • Interest on arrears & delayed payment charges on arrears before 5 years will be waived off completely.
  • The Delayed payment charges on arrears up to 5 years will be completely (100%) waived off for the consumer. Also, interest on arrears up to 5 years will not be charged at 18%, instead this interest will be recalculated as per yearly interest rate on MSEDCL working capital approved by MERC.
  • During the period of Ag policy 2020, Interest and Delayed Payment Charges will not be levied on the arrears for customers participating in the scheme.
  • Once consumer joins the scheme, he can pay the arrears at his convenience along with current bill.
  • Under the scheme, arrears of agricultural consumers will be frozen for three years and will be shown separately in the electricity bills of the consumer.
  • Agricultural consumers will get 50% additional discount if they pay the arrears in the first year, 30% additional discount if they pay in the second year and 20% additional discount if they pay in the third year.
  • Incentives to Gram Panchayat for Agricultural recovery – Incentives to Gram Panchayat in proportion to Ag recovery. This incentive is applicable to various co-operative societies such as sugar factories, soot girani, women’s SHG etc.
  • 10% additional discount on current electricity bill to consumers on Transformers having 100% recovery of electricity bills.
  • During the period of scheme, additional 5% discount on current electricity bill for a regular paying consumers and having no arrears.
  • The amount recovered will be utilised to strengthen MSEDCL’s electricity infrastructure (for new infra and augmentation) and to improve services in the concerned rural areas.
  • Out of the amount paid by Ag consumers under Ag policy 2020, 33% amount will be utilised for strengthening electrical infrastructure in their own Gram Panchayat area. Also, another 33% of amount paid will be utilised for strengthening electrical infrastructure in respective district.

    Registration for AG Bill Collection Center

    Encouragement of Gram Panchayats
    • As per the provisions of Electricity Act-2003, it is easily possible to collect electricity bill (current / exhausted) by setting up a microfranchise in rural areas. Successful implementation of this scheme will benefit MSEDCL, Gram Panchayat and rural consumers.
    • For the purpose of recovery implementation will be done by signing an agreement with all interested Gram Panchayats (Gram Panchayats which will decide the Gram Sabha)
    • Gram Panchayat will be having following proposed commercials-
      • Rs. 5 for each Energy Bill collection.
      • If the arrears are recovered, then 30% on the collected arrears
      • If the current Energy bill is collected then 20% on collected amount
    • By implementing the scheme at the transformer level in all other places, all the benefits of the scheme will be given to the agricultural consumers on the participating transformers directly. Customers on transformers with 100% electricity bill recovery will be given an additional 10% discount on current electricity bill. Additionally a 5% discount on current agricultural electricity bill will be given to non-arrears and regular electricity bill payers.
    • For encouraging grampanchayat, it is proposed that grampanchayat can collect energy bill of consumer other than agriculture consumer. Collection from other than agriculture consumer, grampanchayt will get additional 20% incentive as well as following table indicates the slabwise commercials.

    • Village level co-operative Societies, Women’s Self Help Groups, “Women’s SHGs” etc. will be appointed as “Electricity Bill Collection Agencies” and they will also be entitled to receive the above incentives.
      Encouragement to Urjamitra (Village Electricity Manager)

      The participation of Urjamitras at the village level is also expected for the widespread success of this scheme implemented for agricultural consumers. Accordingly,

      • Where electricity bill collection is not satisfactory at Gram Panchayat or Transformer level, 5% of the current bill amount collected and 10% of the outstanding amount will be paid to Urjamitra as an incentive. Also, from the funds allotted at the district level, at the Gram Panchayat level e.g. Agricultural Assistants, Kotwals etc. can give up to 5% incentive to the employees.
      • Considering that Urjamitra will be involved in the recovery of electricity bill by MSEDCL where the Janmitra of MSEDCL is not available, 1% of the electricity bill collected by the Gram Panchayat will be payable to the concerned Urjamitra.
      Promoting farmers’ co-operative societies as well as sugar factories
      • In case of recovery of arrears of AG consumers, 10 per cent of the amount recovered will be given to farmers’ co-operative societies as well as sugar factories as an incentive.
      Agricultural policy
      For customer information –
      1. 33% of the amount paid by the customer under the Agriculture Electricity Policy-2020 will be used for the empowerment of electricity infrastructure in the Gram Panchayat area of ​​the customer.

Also, another 33% of the customer’s payment amount will be used for power infrastructure empowerment in the customer’s district.

Electrical Infrastructure for Agricultural Pumps

  • It is proposed to set up a mini solar park within a radius of 5 km from the substation in order to address the problem of low voltage in remote, hilly or tribal areas.
  • To reduce the burden on overloaded transformers, enhance the capacity of Transformers, erection of additional transformers, load management etc. will be done
  • Operation of Automatic Capacitor Bank in Agricultural Prone Substations, Installation of Capacitors of suitable capacity on agricultural feeders.

Power Supply to Agricultural Feeders for 8 hours during daytime

  • In the next three years, it is planned in phase wise manner to supply power to all agricultural consumers for 8 hours during daytime without any additional financial burden on the consumers and the government.

New Connections for Agricultural Pumps

  • Up to 200 mtr :- New connection through LT supply (LVDS)
  • 200 mtr to 600 mtr :- New connection via HVDS (High Voltage Distribution System)
  • More than 600 mtr :- New connection through solar agricultural pump
  • For existing agricultural consumers, option will be made available to solar agriculture pump.

    Features of Saur Krishi Vahini Yojana

      • List of 33/11 kV MSEDCL substations with available capacity for setting up solar projects is made available on portal
      • Facilitation to farmers to lease their surplus lands
      • The lease rate for Government land as per GoM G.R. will be of Rs.1 for a period of 30 year.
    • For private lands lease rate will be Rs. 30,000/- per acre per year (with yearly 3% increment).

      Objectives of Saur Krishi Vahini Yojana

        • To provide day time power supply to the farmers by setting up the solar projects
      • To install 2 to 10 MW capacity solar power projects within 5 km of substations in agricultural dominated area

        If the applicant is a developer

        • If applicant is developer, then he/she have to participate in the tender floated by Renewal Energy Department of MSEDCL to open tender. To participate in tender process please register on e-tender portal as contractor/developer, no fees is applicable for registration.
